Compliance Matrix to Select RFP Software
How to build a compliance matrix that turns scattered requirements into a traceable, scoreable selection document — with the row structure, scoring scale and governance rules that hold up under audit.

Most software evaluations end in a conversation nobody can reconstruct three months later. Someone circulates a spreadsheet with product names across the top and features down the side, most cells contain a checkmark, and the decision gets made in a meeting where the strongest opinion wins. When the tool underdelivers a year in, there is no record of what was actually tested.
A compliance matrix fixes this. It is not a more elaborate feature checklist. It is a traceability document, borrowed from the discipline of bid response itself: every requirement gets a row, every row gets evidence, and the score is defensible because you can show what was verified and how.
This guide covers how to build one for an RFP software selection — the row structure, the scoring scale, the weighting rules and the governance that keeps it honest. It assumes you have already done the requirements work described in the buying guide; this is how you turn those requirements into a scoreable instrument.
Why a matrix rather than a scorecard
The distinction is traceability. A scorecard produces a number. A matrix produces a number you can audit.
That matters in three concrete situations. When the security team asks whether data residency was verified, you can point at the row, the verification method and the date. When a stakeholder who missed the demos objects to the recommendation, you can show them what was tested rather than debate impressions. And when the tool disappoints in month eight, you can distinguish "we tested this and it worked, then the vendor changed it" from "we assumed this and never checked" — a distinction that determines whether you have a contract conversation or a lesson learned.
In regulated or public-sector buying, this documentation is often mandatory. Even where it is not, the discipline of having to write down how each requirement was verified quietly eliminates the checkmarks that were really assumptions.
The row structure
Every row is one requirement, atomic enough to have a single unambiguous verdict. Here are the columns that earn their place:

The two columns teams leave out and later regret are verification method and evidence. Without them the matrix degrades into a checklist within a week, because it is faster to write "yes" than to write "confirmed via live SAML test against our sandbox on 14 May."
Writing requirements that can be verified
A requirement is well written when two people could independently test it and agree on the result. Compare:
Weak: The system supports content governance.
Strong: Each library item can be assigned a named owner and a review date, and an administrator can produce a list of all items past their review date without exporting to another tool.
Weak: Good search functionality.
Strong: A search using terminology that differs from the stored answer's wording returns the correct answer in the top three results for at least four of our five prepared test queries.
Weak: Robust permissions.
Strong: Content marked restricted does not appear in search results — not merely blocked on open — for a user whose role lacks access, verified by logging in as that role.
Notice what the strong versions share: a specific actor, an observable outcome, and often a threshold. The wording of the requirement contains its own test.
Keep each row atomic. "Supports SSO and SCIM provisioning and role-based permissions" is three requirements wearing one coat, and it cannot be scored — the honest answer is often 4, 2 and 3.
Categories and weighting
Group rows into six to eight categories, weight the categories to sum to 100, then weight individual rows 1–3 within their category. Two levels is enough; three becomes arithmetic nobody checks.
A defensible starting distribution for a response team, to be adjusted against your own problem statement:

Two rules about weights, and they are the rules that keep the exercise honest:
Derive them from a written problem statement. If the diagnosis says stale content caused four bad submissions last year, library governance should be the heaviest category, and you should be able to point at the sentence that justifies it. Weights invented in the moment reflect whoever is in the room.
Freeze them before the first demo and record the date. Post-demo weight adjustment is the single most common way a predetermined conclusion gets dressed up as analysis. If a demo genuinely reveals a category you had not considered, add the rows and document why — but do not quietly reduce the weight of a category where your favourite scored badly.
Handling must-haves
Must-haves are pass/fail gates, not weighted rows, and they should be evaluated first — ideally in a written screening questionnaire before demos are scheduled.
Keep the list under a dozen. Every must-have you add reduces the field, and a list of thirty absolute requirements typically eliminates every product including the one you will eventually buy, at which point the team starts making exceptions and the gate stops meaning anything.
A genuine must-have looks like: SSO via our identity provider; SOC 2 Type II report available; data hosted in the EU; export of all content in a documented machine-readable format. Note that all four are verifiable from documents, without a demo.
The scoring scale
Use 0–4 with written anchors. Not 1–5, and never 1–10.

Three things make this scale work in practice.
Anchors are written down and shared. Unanchored scales collapse toward the middle: evaluators who are unsure default to the midpoint, and every product ends up averaging near 3. Written anchors force a decision about whether a workaround exists.
3 is the target, not 4. Evaluators who treat 4 as "good" produce ceilings everywhere and no discrimination. Reserve 4 for genuine surprise.
Roadmap items score 0 or 1. Not 3 with an asterisk. If a capability is promised for next quarter, it does not exist for scoring purposes; note the promise, and if it is decisive, take it to the contract.
Then compute: row score × row weight, summed per category, normalised to the category weight, summed to 100. Present the category subtotals prominently and the total quietly — the subtotals are where the actual decision information lives, because a five-point total gap composed of a fifteen-point library gap and a ten-point reporting advantage is a very different situation from an even spread.
Governance: who scores, and how disagreement is used
The scoring process matters as much as the instrument.
Assign owners per category, not per product. The person who owns security requirements scores security for every candidate. This produces internal consistency, which is what you need — absolute calibration across categories matters less than the same person applying the same standard to all vendors.
Score independently, then reconcile. Every evaluator scores alone within twenty-four hours of the demo, before any group discussion. Then compare. Any row where two evaluators differ by two or more points gets discussed explicitly, and the disagreement is almost always informative: usually it means the requirement was ambiguous, or one person saw something the other missed. Reconciliation notes belong in the notes column.
Do not average away disagreement. Averaging a 1 and a 4 into 2.5 discards the most valuable signal in the whole exercise. Discuss it, decide on a score, and record why.
Timebox scoring. Scores collected two weeks after a demo are memories, not observations. Within a day, or the matrix is measuring recall.
Special handling for security and privacy rows
The security and compliance section behaves differently from the rest, and it is worth structuring separately. These rows are usually verified by document review rather than demo, they often gate the decision entirely, and they take the longest to resolve — so they should start first.
A workable structure for this section:
- Certifications and attestations. SOC 2 Type II (request the report, read the exceptions), ISO 27001 scope, any sector-specific attestation you require. Verification method: document review, with the report date recorded.
- Data handling. Hosting region, encryption at rest and in transit, retention periods, deletion on termination, backup locations. Verification: data processing agreement plus written confirmation.
- Subprocessors. The current list, notification terms for changes, and specifically which subprocessors touch content sent to AI features.
- AI-specific terms. Whether your content trains shared models, whether you can opt out contractually, where inference runs, and whether prompts and outputs are retained. - Access control and audit. Role-based permissions verified by live test, complete audit log, SSO and SCIM support.
- Accessibility. If you sell to public sector or have internal obligations, request the accessibility conformance report and check its date and scope rather than accepting a claim of compliance.
For each of these, record the document name, its date and who reviewed it. "Reviewed SOC 2 Type II covering 1 Jan–31 Dec 2025, no relevant exceptions, reviewed by J. Okafor on 3 June" is the kind of cell that makes a matrix worth building.
Producing the recommendation
The matrix does not make the decision; it makes the decision explainable. The output document should be short and contain five things:
- The recommendation, in one sentence, naming the categories that drove it.
- Category subtotals for every finalist, in a single table.
- Every must-have gate and its pass/fail result per vendor.
- The three largest score gaps between the top two, with the evidence behind each.
- Known risks and mitigations — capabilities scoring 1 or 2 that you are accepting, and what you will do about them.
That fifth section is the one experienced buyers value most and inexperienced ones omit. Every choice involves accepting weaknesses. Writing them down at the point of decision means that in month eight, a known limitation is a planned-for constraint rather than a surprise, and the person who raised it is not vindicated in an unpleasant meeting.
Common failure modes
The matrix nobody fills in. Eighty rows, four vendors, one person doing the scoring in the last two days. Prevention: assign category owners at kickoff, cap the row count, and score within a day of each demo.
Scores without evidence. The evidence column stays empty and the matrix becomes a checklist with extra steps. Prevention: treat an empty evidence cell as an unscored row and exclude it from the total.
Weights that drift. Discussed above, and worth repeating because it is subtle and common. Record the freeze date in the document header.
Requirements copied from a vendor's website. If your requirement list uses one vendor's product vocabulary, you have imported their framing and encoded their advantage. Prevention: write requirements as outcomes in your own language before looking at products, which is the whole argument for doing requirements before demos.
Treating the total as precise. A matrix is a structured judgement, not a measurement. Two-point gaps are noise. Say so out loud when presenting, or someone will treat 78 versus 76 as decisive.

A compliance matrix is a table where each row is a single verifiable requirement and each column captures how a candidate product satisfies it — the vendor's claim, the evidence you gathered, the verification method used, a score, and the evaluator's note. Its purpose is traceability: at the end of the evaluation you can point at any requirement and show what was tested, by whom, and what the result was. The term comes from bid response work, where responders build the same structure to prove they have addressed every requirement in a solicitation.
How is a compliance matrix different from a feature checklist?
A checklist records claims; a matrix records verified evidence. A checklist row says "SSO — yes." A matrix row says "SSO via SAML 2.0 with our identity provider — must-have, weight 3 — verified by live authentication test on 14 May with our sandbox tenant — score 4 — SCIM provisioning also confirmed." The difference matters when someone six months later asks why you chose this product, or when a capability turns out not to work the way the checklist implied.
How many requirements should the matrix contain?
For a mid-market RFP software evaluation, 45 to 80 rows works well. Below about 40 you are probably describing categories rather than testable requirements. Above 120 the matrix stops being scored carefully — evaluators fatigue and start assigning middle values to everything, which destroys its discriminating power. If your draft is far over, most of the excess is usually nice-to-haves that can be collapsed into a single row or dropped.
Should vendors see the compliance matrix?
Share the requirement text, weights and scoring anchors; keep completed scores and cross-vendor comparisons internal. Sending requirements in advance produces far better demos because vendors prepare against your criteria instead of running a generic pitch, and it lets them disqualify themselves early if they genuinely cannot meet a must-have. Sharing scores invites re-litigation of the scale rather than improvement of the evidence.
How do you weight requirements without bias?
Weight before you see any product, derive the weights from a written problem statement rather than intuition, and have more than one stakeholder set them independently before reconciling. Then freeze them. The most common way bias enters an evaluation is not dishonest scoring — it is adjusting weights after demos so that the product someone already liked comes out ahead. Record the freeze date in the document.
What do you do when two products score within a point of each other?
Treat the scores as tied, because a one-point gap on a hundred-point scale is inside the noise of subjective judgement. Break the tie on evidence the matrix does not capture well: reference-call quality, implementation scope and named deliverables, contract flexibility on export rights and renewal caps, and your read on the vendor's trajectory. Say plainly in the recommendation that the matrix produced a tie and name the qualitative factor that decided it.
