Things to Look for in RFP Software
The nine capabilities that separate RFP software that gets used from software that gets abandoned — with the specific test to run on each one during a demo.

Every RFP platform's website describes the same product. Centralised content library, AI-assisted drafting, collaborative workflows, seamless integrations. The category has converged on a shared vocabulary, which makes feature comparison nearly useless as a way of telling products apart.
What separates them is how each capability is built — and that difference only surfaces when you test it against messy, real conditions rather than a curated demo dataset.
This guide covers nine capability areas, in rough order of how much they determine whether a purchase succeeds. Each one comes with a specific test to run during evaluation. 1. Content library architecture
This is the foundation, and it is where products differ most while sounding most alike.
Ask how content is organised, and listen for whether the model is flat or structured. A flat library — one pool of question-and-answer pairs with tags — is quick to set up and degrades badly at scale. Once you pass a few thousand entries, tags proliferate, near-duplicates accumulate, and nobody can answer "do we have a current answer for this?" without searching three ways.
What holds up over time:
- Content types that reflect reality. Short factual answers, reusable narrative sections, boilerplate legal language and product descriptions have genuinely different review cadences and owners. A library that treats them identically forces one governance model onto all of them.
- Explicit variants. The same question needs different answers by region, product line, or buyer segment. The good implementation makes variants first-class, linked to a canonical parent, so updating the parent flags the variants for review. The bad implementation makes you create four unrelated entries and hope.
- Named ownership per item. Not a folder owner — an owner on the content itself, with a review date, and a report of what is overdue.
- A real retirement path. Content should be archivable in a way that removes it from search results while preserving what used it historically.
The test: ask the vendor to update one library answer, then show you every open and submitted response that used the old version. A product that cannot answer that question has no meaningful link between library and output, and your governance will always be manual.
Watch for the single-source-of-truth claim
Almost every vendor claims to eliminate duplicate content. Ask what actually happens when someone pastes a new answer that is 90% identical to an existing one. Products that detect and surface the near-duplicate at the moment of creation prevent library rot. Products that silently accept it will contain three contradictory answers to your most common question within a year, and no feature downstream can compensate.
2. Search and retrieval quality
Search is where response teams spend more time than anywhere else, and where demos are most misleading — because in a demo, the person searching knows exactly what is in the library.
The interesting case is vocabulary mismatch. The RFP asks about "business continuity provisions"; your library calls it "disaster recovery." The RFP asks for your "SDLC controls"; your content is filed under "secure development." Keyword search fails here. Semantic search usually handles it, but with a failure mode of its own: it returns plausible-looking but wrong matches with the same confidence as right ones.
What to look for:
- Results that show why something matched, and where it came from.
- Freshness and owner visible in the result list, so a stale answer is obvious before it is reused.
- Filters that matter operationally — product line, region, last-reviewed date, approval status.
- A visible confidence or relevance signal, and honest behaviour when nothing good exists.
The test: before the demo, pick five questions from a recent RFP where the buyer's wording differs from your internal terminology. Run all five. Count how many return the right answer in the top three results. Then ask a question your library genuinely cannot answer and watch what happens — the correct behaviour is an empty state, not a confident near-miss.
3. AI drafting, judged on provenance
AI drafting is the loudest part of every current demo and the easiest to be fooled by. Fluent output is now table stakes; every model produces readable prose. Three questions separate serious implementations from thin wrappers:
Where did this sentence come from? Every claim in a generated draft should be traceable to a specific library item you can click through to. Without citation, a reviewer has to verify the whole answer from scratch, which is slower than writing it.
What happens when sources disagree? Real libraries contain contradictions. A good system surfaces the conflict and asks; a poor one picks one silently, and the reviewer never learns there was a choice.
What happens when there is no good source? The right answer is "I don't have content for this — assign it to a human." A system that produces confident, generic, unsourced prose in that situation is actively dangerous in a compliance context, because it looks exactly like a real answer.
The test: hand over twenty to fifty of your own library entries and three real questions, one of which your library cannot answer. Read all three drafts closely. Check every citation resolves to a real source that actually says what the draft claims. Note whether the unanswerable question produced an admission or an invention.
Also ask, in writing, whether your content is used to train shared models, whether you can opt out, and where inference runs. In regulated environments the answers may be disqualifying, and they belong in your compliance matrix.
4. Response workflow and intake
This is the machinery that turns a received document into assigned, tracked work.
Question intake deserves specific attention because it is repetitive, high-volume, and where hours disappear. RFPs arrive as Word documents with inconsistent numbering, Excel workbooks with merged cells, PDFs, and portal exports with their own schemas. How well a product parses a genuinely ugly source file varies enormously.
Beyond intake, look for:
- Assignment at the question level with a due date, not just section-level ownership.
- A progress view that answers "what is not done and who is blocking it" without a manual status chase.
- Templates that carry structure, owners and boilerplate forward from previous similar responses.
- Export that reproduces the buyer's required format precisely, including their numbering and any mandatory forms.
The test: bring the worst-formatted RFP you have received in the last year — the one with merged cells and inconsistent numbering — and have the vendor import it live. Then export the completed response in the buyer's format. Both ends of that round trip are where "we support any format" claims break.
5. The subject-matter expert experience
Nearly every abandoned RFP platform was abandoned in the same way: the proposal team adopted it, the subject-matter experts did not, and answers went back to living in email. Adoption depends on the experience of people who use the tool a handful of times a year and have no incentive to learn it.
What makes contribution work:
- Answering without a full login, or via a genuinely lightweight interface — email reply, chat integration, or a single-purpose link.
- Enough context supplied with the request: which deal, why it matters, the deadline, and what was answered last time.
- A reasonable estimate of effort, so the request can be triaged rather than deferred indefinitely.
- Visible reuse — being told their answer is now in the library and will not be asked again is the single most effective way to keep an expert cooperative.
The test: have the vendor send you, on your own device and in a second account, the request an expert would receive. Answer it as an expert would, without training. Time it. If it takes more than three minutes and one page of thinking, your experts will route around it.
6. Collaboration and review
Multiple people work on one response under deadline; the tooling has to make that non-destructive.
- Concurrent editing that does not lock sections or produce merge conflicts. Test it with two browser windows open at once.
- Comments tied to specific text, resolvable, with a history — not a general activity feed.
- Approval routing that can differ by content type, so legal language requires legal sign-off while a product blurb does not.
- Version history that shows what changed and who changed it, and lets you compare two versions rather than just restore an old one.
- A final compliance check against the original requirement list, so a missed mandatory question is caught before submission rather than by the buyer.
The test: two people edit adjacent sections of the same response simultaneously while a third leaves comments. Then ask to see a diff between the current version and yesterday's.
7. Security, compliance and access control
Two distinct concerns get conflated here. The first is the vendor's own security posture — certifications, hosting, subprocessors, breach history. The second is what controls the product gives you over your content.
On the vendor's posture: request the SOC 2 Type II report itself, not the certification badge, and read the exceptions. Ask about data residency if you have regional obligations, subprocessor lists if you have vendor-management requirements, and the data processing agreement if you are subject to GDPR. Ask specifically where AI inference happens and under what terms.
On the controls you get: role-based permissions that can restrict sensitive content, a complete audit trail of who accessed and changed what, SSO and SCIM if you have more than a few dozen users, and defined retention and deletion behaviour.

8. Reporting that changes decisions
Most reporting in this category is activity theatre: responses submitted, words written, questions answered. Volume metrics feel like insight and change nothing.
Reports worth having answer a question you would act on:
- Content usage. Which library answers are used most, and which have not been touched in a year? The first list is your maintenance priority; the second is your archive candidate list.
- Contributor load. Who is absorbing the requests? This is how you find the two overloaded experts before they leave.
- Cycle time by stage. Where does time actually go — intake, drafting, review, approval? Almost always review, and almost always not where teams assume.
- Outcome linkage. Win rate correlated with content used, which requires CRM integration to be real rather than nominal.
The test: ask for the content-usage report on the vendor's own demo instance, and ask which of their customers use it to drive library reviews. Vague answers mean the report exists but nobody finds it useful.
9. Implementation, support and the vendor's own trajectory
You are buying a relationship as much as a product.
Ask what implementation concretely includes: how many hours, whether content migration is in scope, whether taxonomy design help is included, and who does the work. Get named deliverables with dates in the contract if it is a paid line item.
Ask about support model and response times for a deadline-day problem, which is the only time support truly matters. Ask what percentage of customers at your size renew after two years — the reaction to the question is often as informative as the number.
And form a view on the company. Category consolidation has been steady; several products are now inside larger suites. A tool that is being maintained rather than developed is not disqualifying if it fits well today, but it should change how much you weight roadmap promises and how hard you negotiate on term length and export rights.
Putting it together
Nine areas is too many to weight equally. Pick the two or three that map to the problems you actually have, weight them heavily, and let the rest be tiebreakers. A team drowning in stale content should weight library governance and search at nearly half the total score. A team whose bottleneck is four overloaded engineers should weight the contributor experience and assignment workflow that highly instead.
The common thread across all nine tests is the same: bring your own content, your own questions and your own worst-formatted file. Every product performs well on curated data. You are not buying curated data.

What is the single most important feature in RFP software?
The content library's structure and governance model. Every other capability — search, AI drafting, automated assembly, reporting on content reuse — is a function that operates on the library. A well-architected library with clear ownership and review cycles produces good results even in a mediocre tool; a disorganised one produces confidently wrong answers in an excellent tool. If you can only interrogate one area deeply during evaluation, interrogate this one.
How do I evaluate AI features without being sold a demo?
Supply your own content and your own questions, then read the drafts critically rather than checking whether output appeared. Look for three specific things: whether every claim traces back to a citable source in your library, what the tool does when your library has no good answer (a clean admission beats a fluent invention), and whether it flags contradictory sources instead of silently picking one. Blind-test the same question across shortlisted products with identical inputs and compare drafts side by side.
Do we need a dedicated RFP tool or will a general knowledge base work?
A general knowledge base handles storage and search but not the response workflow: parsing an incoming question set, assigning ownership per question, tracking completion against a deadline, routing approvals and producing the buyer's required output format. Teams handling a handful of responses a year often do fine with a knowledge base plus a spreadsheet. Once you are coordinating multiple concurrent responses across many contributors, the workflow layer is the part you are actually buying.
How important are CRM integrations?
Moderately, and less than most demos imply. The genuinely useful integration is pushing outcome data back — which response was submitted when, whether it won, which content was used — so that reporting on win rate by content becomes possible. Pulling opportunity records in saves a little data entry but rarely changes how the team works. Judge integrations by whether they close a reporting loop, not by how many logos are on the integrations page.
Should we care about the mobile experience?
For the response team, rarely — this is desktop work. For reviewers and approvers, sometimes meaningfully: an executive who can approve a section from a phone unblocks the response faster than one who cannot. Test the approval and comment flows on a phone, and ignore whether the full authoring interface works there.
How do I tell shipped features from roadmap features?
Ask directly and write the answer down: "Is that available in our plan today, or is it on the roadmap?" Then require anything load-bearing to be demonstrated in a live environment, not in a slide or a recorded video. Score roadmap items as absent. If a promised capability genuinely determines your decision, put it in the contract with a delivery date and a remedy.
